At this point, you can instruct your ships to withhold any scan data they may have been sharing with other empires.  The recipient empire(s) will no longer receive scan data from you from turn to turn.

Allies: allied empires never withhold scan data from one another.
 
Abandoned Empires: abandoned empires will withhold scan data from all non-allied empires.
