At this point any previously collapsed wormnet portals reform and function normally.  Any warpdrone devices deployed on this turn will generate new portals during this phase.  The new portal remains activate until the warpdrone is destroyed.  Note that an operational starbase in the same sector as a deployed warpdrone device will prevent it from being activated.
